This final rule modifies post-season accountability measures (AMs) that affect the recreational harvest of shallow-water grouper species (SWG), changes the trigger for recreational sector AMs for gag and red grouper, and revises the Gulf reef fish framework procedure. The intent of this final rule is to achieve optimum yield (OY) while ensuring the Gulf reef fish fishery resources are utilized efficiently.</span></span></p>

A notice of availability for the draft programmatic environmental impact statement (PEIS) was published on September 12, 2008. On June 26, 2009, a notice of availability was published for the final PEIS.</span></span></p>
<p>&nbsp;</p>
<p><span style="font-family: Georgia;"><span style="color: #000099;">This supplemental NOI is intended to inform the public of NMFS and the Council&#8217;s decision to consider new information from the Deepwater Horizon (DWH) MC252 blowout. This information is needed in order to consider potential changes to the environment linked to the DWH blowout and determine if and how such changes may affect the actions and alternatives analyzed in the FMP. Comments are being solicited on the range of issues related to the DWH blowout to be addressed in the SFPEIS.</span></span></p>

			<content:encoded><![CDATA[<p>What a perfect day for fishing flat calm slight breeze. We went out of John&#8217;s Pass due west and headed out to 40 miles. At our first stop We saw a big floating log loaded with all types of fish including Triple tail. After flipping baits to the log and all around it to no avail no fish were caught.At our second stop in roughly 135 feet of water we started dropping cut bait and Squid down and start</p>
<div>ed hooking American Red Snapper which is out of season so they were put back in the water. Also being caught were nice size mangrove snapper and b liners and some nice red grouper. At our next stop out 50 miles we ended up hooking a 8 to 10 foot hammerhead shark which kept us going for 30 minutes or so eventually he won the battle breaking the hook off under the boat the closest we got him was 5 feet from the boat what a great creature. A couple more stops with grouper hitting the deck red snapper being released back into the water but the biggest part of the day was catching Mahi Mahi big schools in the gulf of Mexico what a thrill. Thanks to Captain trae and Captain Rick along with another Mark and Braxton.</div>

<div><span style="font-family: Georgia;"><span style="color: #003399;">NMFS is soliciting nominations to the Advisory Committee to the U.S. Section to the International Commission for the Conservation of Atlantic Tunas (ICCAT) as established by the Atlantic Tunas Convention Act (ATCA). NMFS is also soliciting nominations for technical advisors to the Advisory Committee&#8217;s species working groups.</span></span></div>
